  3.     Your note "The Price of Penance" indicates that Japanese
  4. Americans were awarded checks for $20,000 as restitution for
  5. their forced internment during World War II (NATION, May 8).
  6. Ronald Reagan signed legislation authorizing the payments on
  7. Aug. 10, 1988. As yet, however, no eligible individual has
  8. received any money. It is up to Congress to take the final step
  9. by appropriating the required funding to remedy symbolically a
  10. grievous error committed by the U.S. against a group of its own
  11. citizens.
